Hm... some would be nice.... like the mummy mask with the Ancient armors...
Other would be gruesome, like the dragon or Lion masks...
So... maybe with an option to hide others festival masks...
But, anyways, more armor would take more gold. So, to make a max armor versio, characters should pay 1,5..2k.

Make it cost 1.5k to get a max armor mask. That way both sides are happy, you get a max armor mask but aren't getting a 1.5k helmet for 10g.

With the hundreds of districts full of people all getting their hats, and after getting them 90% of these people wearing them, they kinda don't start out very special. Then, you don't see them at all (seriously - ever) unless there is another holiday, be it official or player-made. Then they lose their "specialness" again.
Honestly, all this would do is give everyone more options, which in turn mean more uniqueness. Sure, at first, you may have a larger majority of players running around in dragon masks, pumpkin crowns, jester caps, etc. After a while, that novelty will wear off, and many will go back to normal headgear. Except for a select few. It will balance out, and we will be left with just a lot more options than before. I don't see how that's a bad thing at all.

They could always make some sort of quest or some sort of cost to "fortify" the hat. So you could still by the unarmored versions for 10g, and maybe take it to another npc(or the same one) and fullfill some sort of requirement like a quest or materials(or both).
That way not everyoe is running around all willy nilly with this crap, though it will still be an option(which I am all for)
If theres gonna be queer looking sunglasses that have armor, then the queer looking masks should have armor too.

More armour options are always good. And a price of 1.5k for max armour so you can't get a max helm for 10g. Though I guess you could get a collector helm for free...

It would just require another ialog entry:
- "I want to show you a hat."
- "I want you to make me a hat."
- "I want you to make me a helm looking like a hat." OR "I want you to make a reinforced hat."
The hats in the third list would be the same, but taking more gold and being made with armor based on your level.
